PT Pertamina (Persero): RFCC Complex Facilities, the Heart of Balikpapan's RDMP Modernization

The Residual Fluid Catalytic Cracking (RFCC) Complex facility is a key element in the Balikpapan Refinery Development Master Plan (RDMP) Project, and marks a major leap in the modernization of Pertamina's refinery towards world-class refinery standards that are efficient, high value-added, and environmentally friendly.

As the primary processing unit, the RFCC Complex is designed to optimize the processing of oil residues into high-value fuel and petrochemical products. This facility enables the Balikpapan Refinery to produce high-quality fuel equivalent to Euro 5 standards, which is cleaner and lower in emissions, while strengthening national energy security. Furthermore, the Balikpapan Refinery can also produce propylene and sulfur petrochemical products.

Pertamina's Vice President of Corporate Communication, Muhammad Baron, said that the RFCC Complex is the operational backbone of the Balikpapan Refinery in supporting the transition to cleaner energy.

"Through the RFCC Complex and other additional units, the Balikpapan Refinery has experienced a significant upgrade from the Euro 2 standard with a sulfur content of 2,500 ppm to the Euro 5 standard with a sulfur content of only 10 ppm. Furthermore, the Balikpapan Refinery will be able to produce petrochemical products. This represents a major leap in improving the quality of national fuels, with a refinery capacity of 360,000 barrels per day and supporting the downstream program," Baron said.

He added that the Balikpapan RDMP Project is the largest refinery modernization project in Indonesia. With the operation of the RFCC Complex, the Balikpapan Refinery will not only produce gasoline and diesel but will also be able to increase LPG production and produce petrochemical products previously unavailable at the refinery.

"The increase in LPG production from the Balikpapan Refinery is estimated to reach 336,000 tons per year, thereby strengthening domestic LPG supply and gradually reducing dependence on imports," he explained.

In addition to increasing product diversification, the RFCC Complex also enables the processing of previously difficult-to-process residual oil into high-value products such as naphtha and propylene. This innovation increases the refinery's economic value while expanding the Balikpapan Refinery's contribution to the national energy and petrochemical industry chain.

In terms of performance, the complexity of the Balikpapan Refinery has increased significantly, as reflected in the Nelson Complexity Index (NCI), which jumped from 3.7 to 8.0. A higher number indicates a more complex refinery, thus capable of producing more high-quality products. Meanwhile, the Yield Valuable Product (YVP) increased from 75.3 percent to 91.8 percent, a gain of approximately 16 percent, confirming the refinery's increasing efficiency and competitiveness.

"The RFCC Complex symbolizes Pertamina's readiness to embrace a new era of modern refinery processing, as well as a tangible manifestation of support for national energy self-sufficiency as mandated by the Government's Asta Cita," Baron concluded.
