PT Pertamina (Persero) continues to strengthen national energy resilience and independence through the implementation of the Balikpapan Refinery Development Master Plan (RDMP) Project. This national strategic project, under construction since 2019, is a significant milestone in the development of an integrated national energy infrastructure. The project encompasses a crude oil receiving system, processing, and supporting the reliability of the entire energy supply chain.
This project, with a total investment equivalent to IDR 123 trillion, is intended to modernize existing refineries, thereby increasing oil processing capacity, producing high-quality, environmentally friendly fuels, encouraging the downstreaming of the petrochemical industry, and strengthening national energy security.
The Balikpapan RDMP is designed and implemented in three main project areas that are interconnected and integrated to ensure the operational readiness of the refinery and the sustainability of the national energy supply.
The first scope is early work, which includes 16 preliminary work packages. This phase includes land preparation and maturation, basic infrastructure development, provision of temporary utilities, and construction of supporting construction facilities.
Early work is an important foundation to support the smooth and safe running of all major construction stages of the Balikpapan RDMP.
In the second phase, Pertamina is developing and constructing 39 main refinery facilities, comprising 21 new process units and 13 supporting utility units. In addition to constructing new units, the project is also revitalizing four main processing facilities: a crude oil distillation unit, a residue processing unit, a hydrocracking and hydrotreating unit, and an LPG recovery unit.
The construction and revitalization of these units aims to increase the flexibility and reliability of crude oil processing, while supporting the improvement of the quality of fuel products according to higher standards.
The third scope is strengthening the crude oil receiving and distribution infrastructure, which includes the construction of two crude oil storage tanks with a capacity of 1 million barrels each. During this phase, Pertamina is also constructing a 20-inch diameter onshore and offshore transfer line pipeline, a 52-inch diameter onshore and offshore unloading line, and a Single Point Mooring (SPM) facility with a berthing capacity of up to 320,000 DWT. This infrastructure is designed to improve the efficiency, safety, and reliability of crude oil reception from large-capacity tankers.
Vice President of Corporate Communication of PT Pertamina (Persero), Muhammad Baron, said that the Balikpapan RDMP is a strategic project built in an integrated manner, from the provision of raw materials, transfer pipes to production.

With a comprehensive development scope, ranging from preliminary work, construction of process units and utilities, to strengthening crude oil receiving facilities, the Balikpapan RDMP is one of the main pillars in the transformation of national energy infrastructure to support Indonesia's long-term energy security.
